Primary One Admission

The existing POA system consist of two stages: “Discretionary Places Admission” and “Central Allocation”.

There are two types of Discretionary Places. They are not restricted by the school network:

1.For admission of applicant children with siblings studying or parents working fulltime in the school.

Admissions must be made to children with siblings studying or parents working fulltime in the school. It takes up about 30% of the P1 places in a school. If such admissions don’t take up 30% of the P1 places, the remaining places will be allocated by the school according to the Point System. If such admissions take up more than 30% of the P1 places, places reserved  for Central Allocation will be taken.

2.Admission by the“Point System”

Schools should examine applications according to the “ Point System”(see appendix 2 for details). Such admissions take up not less than 20% of the P1 places. If applicants score the same points and there is not enough places offered by the school, the school can decide by ballots or pass the case to the Education Bureau to make a random pick.

Applicant children who have not been offered a discretionary place in early session will participate in the Central Allocation. Every government or aided primary school must reserve 50% pf the places for central allocation. Central Allocation is composed of two parts. Part A, which takes up 10 per cent of the P1 places earmarked for Central Allocation, is for unrestricted school choices. Parents can choose up to three government or aided primary schools in any school net. Part B takes up the remaining 90 per cent of the P1 places earmarked for Central Allocation. Parents of applicant children residing in the school net concerned are to select schools from the “Choice of Schools List for Central Allocation” of their school net, while parents of applicant children who intend to commute daily to schools in Hong Kong are to select schools from the “Choice of Schools List for Central Allocation (For Applicant Children who intend to commute daily to schools in Hong Kong)”.

Parents should fill in the Choice of Schools Form in the order of their preference.

DSS primary schools and private primary schools are excluded from the Primary One Admission System. Parents who wish to send their children to these schools may apply to the schools direct. Parents should note that children who have accepted the offer of P1 places in DSS primary schools will not be allocated P1 places through the Primary One Admission System. If school places have been allocated to them through the Primary One Admission System, those school places will be withdrawn.
